Terra Industries Partners with AIC Steel to Launch Manufacturing Hub for Infrastructure Security in Saudi Arabia

The joint facility will produce autonomous aerial surveillance platforms, sensor systems, and supporting software designed to protect energy assets, transportation networks, industrial facilities, and other nationally critical infrastructure across Saudi Arabia and the Middle East.

The agreement marks Terra Industries’ first major manufacturing expansion outside Africa, reinforcing its core focus on infrastructure protection in emerging markets facing similar security pressures.

AIC Steel is one of the Middle East’s largest structural steel and infrastructure contractors, having contributed to major projects across refineries, airports, power plants, and industrial developments in Saudi Arabia and the wider region. The company has also worked alongside global defense primes, including Lockheed Martin, on strategic industrial programs in the region.

The partnership, which aligns with Saudi Arabia’s Vision 2030 push to localize advanced industrial and defense capabilities, expands AIC Steel’s role from building critical infrastructure to helping secure it. Meanwhile, it also gives Terra Industries industrial capacity in the Gulf, access to regional customers, and a platform to scale infrastructure security deployments beyond Africa.

Africa remains Terra Industries’ primary market, where insecurity, resource theft, and infrastructure attacks continue to create major economic losses. However, the company sees strong parallels between African security challenges and those emerging across parts of the Middle East, making the region a natural next step for expansion.
